Banks Offering Special Assistance During the Current Government Shutdown

Please note that many Illinois banks are offering their existing customers who are affected by the federal government shutdown with special assistance and programs, and this page does not list all of them. We encourage affected consumers to first contact their own bank for information on the availability of special assistance during the shutdown.

American Bank & Trust Company, N.A.

American Bank & Trust, headquartered in Davenport, Iowa and with additional locations in Elburn, Geneva, Milan, Moline and Rock Island, IL is offering assistance to customers negatively impacted by the government shut down.  We are currently offering a 0%, 90 day single pay loan of up to $5,000  to current customers who are government employees that have been affected by the shutdown.

Associated Bank

Associated Bank recognizes that some customers who are employed or contracted by the federal government, or whose work supports federal government activities, may experience financial hardship as a result of the government shutdown.  We are actively assisting customers and encourage those needing assistance with their loans or deposit accounts to go to their local branch or call our 24-hour We Care phone line at (800)685-6895 to discuss how we can be supportive given their particular circumstances.

Bank & Trust Company
Bank & Trust Company, headquartered in Litchfield Il with offices in Sangamon, Macoupin and Montgomery Counties is offering low interest, payroll gap loans to its direct deposit furloughed federal employees in amounts up to $5,000.  Skip a pay assistance is available for furloughed consumer loan customers.  Other accommodations are available on a case by case basis.  For further information, contact Don Krager @ 217-483-3343.

Bank of America
We know the partial federal government shutdown is affecting many of our clients and have taken a number of actions to provide immediate relief.  Many clients have already been in contact with us and found that we were able to assist them with their particular situations.

As we always do in these types of situations, our Client Assistance Program is readily available for financial assistance tailored to their specific needs.  We have a priority assistance phone line that clients can contact at 844.219.0690 staffed with our employees specifically prepared to help clients in need of assistance.  We consider each client’s Checking, Credit Card, Auto, and Home Loan needs individually and we will waive, refund, or adjust fees as necessary or appropriate.
For these clients we have available:
- Credit cards with limited time zero percent interest on cash direct deposits and retail transactions.  Payment deferrals with no late fees and no delinquency reporting for payments not made during the deferral period
- Auto loan payment deferrals for two months with no late fees and no delinquency reporting for payments not made during the deferral period
- Mortgage and home equity payment deferrals for three months with no late fees and no credit bureau reporting during the deferral period

Again, many clients have already availed themselves of this program and obtained assistance and relief.  And, of course, personalized assistance is available in any of our financial centers.

Earlier this week, Bank of America also pledged $10,000 to the United Way National Capital Area Emergency Assistance Fund. The funds will be directed to organizations in the region that will help residents impacted by the furlough, providing vital food, rent and utility assistance programs.  

Finally, as the shutdown continues, we will revisit the above as is necessary.

BMO Harris
BMO Harris is also working to help minimize the impact of the government shutdown on our customers. We’re providing assistance in a variety of ways, including the reversal of certain fees for customers directly impacted by the shutdown, in addition to the following: 

- Personal loan program with three months of deferred payments
- Payment deferrals and loan modifications 
- Waiving all late fees, including credit card fees
- Deposit account fee waivers
- Reversal of overdraft fees

Chase Bank

Chase Bank will automatically waive or refund overdraft and monthly service fees on Chase checking and savings accounts if an employee’s salary from an affected federal agency was direct-deposited into the account in November 2018. Additionally, Chase encourages its customers to call the special care line (1-888-356-0023) to discuss certain hardship programs if they are employees of, or do business with, a U.S. federal agency and their income is affected by the shutdown.

CIBC Bank USA has 19 Chicago-area location and additional banking centers in Milwaukee, St. Louis and Birmingham (Mich.). CIBC is waiving overdraft fees, late loan payment fees and Home Equity Lines of Credit (HELOC)  annual  fees for current clients impacted by the government shutdown. Additionally, we are offering an unsecured personal loan with an expedited loan approval process for current clients who are federal employees or contractors affected by the government shutdown. Finally, we will work with current clients to discuss hardship programs and how we may be able to assist at this time.

Fifth Third Bank
Fifth Third Bank is doing various things on an individualized basis for customers impacted by the shutdown. We have set up a banner on our website for customers to contact us to discuss how we can help.

First Eagle Bank

First Mid Bank & Trust

During the federal government shutdown, First Mid is offering financial assistance for existing customers who are federal government employees and are affected by the government shutdown. The federal government employee loan program offers First Mid customers a single payment of 60-day unsecured loan at 0% interest. To apply for the loan program, customers can stop by their nearest First Mid banking center and a consumer loan representative can help them with the loan process.

First Midwest Bank
First Midwest is here to help our clients who may be impacted by the U.S. government shutdown. For assistance, please contact our special Government Shutdown line at 800.611.3327. Clients can also visit one of our 100+ conveniently located branches to learn more about the assistance programs available to them.

First Neighbor Bank

Headquartered in LaGrange, IL with offices in Western Springs, West Chicago, Mokena and Yorkville, IL, FNBC is offering special loans to furloughed federal government employees.  This loan will be in the form of a reserve line of credit that will be linked to our customer’s checking account at FNBC.  We are offering a 0% interest rate with no payments up to 6 months after the shutdown is concluded.  Amounts of individual lines of credit will be determined on a case by case basis.  We encourage any of our existing customers who have been negatively impacted to contact us.

Grundy Bank

Grundy Bank is committed to helping our clients who are federal employees that are affected by the government shutdown. We recommend our clients who are federal employees or contracted by the federal government, to contact us. We will review your loans and work together on repayment plans, loan deferrals, or forbearance agreements. 

Home State Bank
For any existing Home State Bank customer who is a government employee that has been affected by the shutdown, we will provide a 30-day interest free loan for an amount equal to one month’s net pay.  This loan would be repaid once the borrower receives their back pay. Illinois National Bank

Itasca Bank & Trust Co.

Marquette Bank values our customers and recognizes that these are extraordinary times with respect to our federal employees.  Marquette Bank has enacted a three (3) month forbearance agreement for federal employees with respect to Mortgage, Home Equity Lines / Loans.  This means that we will waive fees and will not report adversely to the credit bureau.  Marquette Bank will periodically review the situation and adjust strategy as appropriate.  Marquette Bank does not offer student loans.  Marquette Bank does not have any car loans to any federal related employees.

Marquette Bank values our customer deposit relationships.  If a federal related employee customer contacts Marquette Bank with concerns because they are not receiving pay during the government shut-down, Marquette Bank will review the customer’s account to see what relief, if any, we may be able to provide (Waive OD Fees, Repayment Plans [Interest Free]).

Peoples Bank
Peoples bank with offices in Chicago (Garfield Ridge, Orland Park, and Lemont) and soon to be Midlothian is offering assistance to those affected by the government shutdown. Our corporate office number is 219-853-7500

We are offering customers the following potential options:
Waiving of account service fees
- Waiving of early withdrawal CD penalties
- Waiving of overdraft fees / increasing level of overdraft protection
- Waiving of late charges
- Not reporting late payments to credit bureaus
- Loan deferrals or forbearance agreements
The above can be considered upon a Peoples Bank employee reviewing the banking relationship to identify best ways to assist the customer, which may end up in a short-term loan. 

Peoples Bank & Trust
Peoples Bank & Trust has established a loan fund available to Christian, Coles, Effingham, Fayette, Greene, Macoupin, Montgomery, Morgan, Sangamon and Shelby County residents adversely affected by the government shutdown.  The loans are for the purpose of assisting with personal, family or household expenses.  The loan program will be effective for the remainder of January and February. Each loan will be limited to $750, be payable in 6 to 12 months, have limited underwriting and have no interest or fees.

PNC is prepared to waive certain fees and take other appropriate actions for government employees who are experiencing financial difficulty due to the shutdown. To help customers meet their needs, PNC has financial solutions available, including short-term loans and assistance programs. We continue to encourage impacted customers to contact us so that we can work with them based on their unique situation and needs. We are here to answer questions, including those regarding credit reporting. PNC customer service representatives are available at 1-888-762-2265 (7 a.m. – 10 p.m. Monday – Friday; 8 a.m. – 5 p.m. Saturday & Sunday).

Prospect Bank

The State Bank Group
The State Bank Group, based in Wonder Lake, Illinois with eight locations throughout McHenry County is assisting customers who are experiencing financial hardship as a result of the government shutdown. We are working with those customers who are employed or contracted by the federal government, or whose works supports government activities. U.S. Bank
U.S. Bank announced a new low-rate, quick loan product designed to help customers who are federal employees needing special assistance during the U.S. government shutdown.

Beginning Jan. 11, qualified federal government employees can apply for a $100-$6,000 low-rate, quick loan. It is available to customers with any U.S. Bank product, including mortgage and auto loans or U.S. Bank credit cards. "U.S. Bank is committed to doing the right thing for our customers,” said Andy Cecere, chairman, president and CEO of U.S. Bank. “We understand the financial pressure that many of our customers who serve our nation are now facing and we’re here to help.”

Customers are encouraged to contact our designated federal government shutdown line at 877.760.6046 to speak with a customer service representative about this product and other customer assistance programs that may be available, including mortgage relief options.

Wells Fargo Bank
Customer Assistance Line: (800) 219-9739
In response to the federal government shutdown, Wells Fargo has established a new customer assistance line (800-219-9739) where impacted customers can be connected with a team member who can assist based on their needs. Customers can also visit any Wells Fargo branch. Available relief may include fee waivers and reversals on select deposit services and loan products, as well as payment assistance on various credit products. Wintrust will waive overdraft fees on deposit accounts as well as late fees on consumer loans, forgive early-withdrawal penalties on certificates of deposit, expedite processing of loan applications, and discuss other options with customers impacted by the government shutdown. Impacted customers are encouraged to get in touch with their local Wintrust bankers. 

Special Assistance During the Current Government Shutdown
A list of Illinois banks is being sent to policymakers and the media detailing which banks are offering special assistance during the current government shutdown. If your bank should be on this list, please take a moment to tell us:
