The Illinois Bankers Association (IBA) has partnered with the Senior Housing Crime Prevention Foundation (SHCPF) to help reduce nursing home crime in Illinois, while offering banks and thrifts new CRA, public relations and retail banking opportunities.

The SHCPF was established in December 2000 as a nonprofit corporation. Its principal mission is to provide safe and secure living environments for senior housing residents through an effective Senior Crimestoppers Program. Residents of sponsored nursing homes benefit from a more secure environment and peace of mind. Personal lockboxes are installed in residents' rooms to secure their personal belongings. A 24-hour toll-free crime hotline is available to residents and employees to report theft and abuse, and cash rewards are offered and paid for anonymous information that helps the facility solve or prevent incidents of crime.

Banks sponsoring the Senior Crimestoppers Program not only are helping to protect and improve the quality of life for their community's nursing home residents, but they may also receive CRA credit, create a positive public relations and marketing platform in a new market area, and enjoy guaranteed returns on investments. Here is a snapshot of how the program works.

•  Bank participation is based on a "first come, first served" basis. Only one bank can sponsor one nursing home.

•  The sponsoring bank invests or loans funds to the SHCPF for a term of five years. All funds invested or loaned to SHCPF are fully collateralized with investment grade bonds selected by the bank.

•  Bank makes all decisions-chooses yield and collateral.

•  SHCPF takes 1.750% of the yield from the bonds to implement and support the Program in a senior housing facility located in the sponsoring bank's geographic assessment area.

•  The bank may receive CRA credit each year for the full amount of the investment or loan designated for this purpose.

•  At the end of the five-year term, the bank may renew its sponsorship, or the full amount of the original investment or loan is returned.
